Berlayar estate on former Keppel Club site to see 7,000 HDB flats; first BTO to launch in October
Several 20% of the site, or approximately 10ha, will be set aside for green areas. Four green hallways, ranging from 30m to 60m wide, will weave with the estate, supplying recreational locations for residents while additionally assisting in ecological connection in between the Southern Ridges and Labrador Nature Reserve. BTO projects in Berlayar are going to be developed with staggered heights, with blocks oriented to provide more residents with panoramas of the Southern Ridges and the coast.
The first Build-To-Order (BTO) venture at Berlayar will be released for purchase next month as element of the October 2025 BTO exercise. Berlayar Residences will provide 870 units of two-room flexi, three-room and four-room flats. There will also be 200 public rental flats.
In a Sept 23 release, HDB states the surge in projected housing complies with thorough planning studies on the 48ha site. Consisting of private housing, Berlayar is anticipated to yield around 10,000 new homes.
According to HDB, the Berlayar estate is planned as an expansion of Bukit Merah community and marks the begin of the improvement of the Greater Southern Waterfront. The estate’s label, which means “sailing” in Malay, pays tribute to the area’s sites and maritime heritage.
The new Berlayar estate will watch around 7,000 HDB flats built in the coming years. This is more than the 6,000 housing project units formerly publicized for the estate, which is positioned at the site of the previous Keppel Club.
He also forecasts two-room flexi flats at Berlayar Residence could prove popular among single applicants. “Due to its one-of-a-kind area, that combines city-fringe convenience with a seaside viewpoint, it can become a popular choice for singles, who may find the place suits their way of lives.”
Lim anticipates the apartments receiving a strong response, noting that BTO projects in Bukit Merah introduced in July, consisting of Prime project Alexandra Peaks, saw a healthy application rate. “We can expect this demand proceeding in October, specifically as not successful customers for Alexandra Peaks may try their good luck with an additional Bukit Merah project.”
Eugene Lim, key executive officer at ERA Singapore, believes the apartments at Berlayar Residences are most likely to be identified as Prime, given their location in a fully grown estate and proximity to key main areas. He estimates prices of four-room flats at Berlayar Residences might start at around $500,000 to $550,000 before grants. “With the rise in aid clawback rates presented in the July 2025 BTO release, we need to expect a clawback price of around 11-12% on these upcoming flats,” he adds.
Furthermore, Berlayar will be a car-lite property, with walking and cycling networks. Most homes are going to be within a 10-minute stroll from the Labrador Park and Telok Blangah MRT stations, claims HDB.
